With Jay Shah taking over as the youngest-ever Chairman of the International Cricket Council (ICC) on December 1, 2024, the Board of Control for Cricket in India (BCCI) faces a crucial decision on appointing its next secretary. Shah’s elevation leaves a vacancy in one of the most powerful administrative roles in Indian cricket, sparking speculation about potential successors.
The Role of the BCCI Secretary
As per the constitutional amendment introduced in 2022, the BCCI secretary is the most influential office-bearer in the organization. The position wields authority over both cricketing and non-cricketing matters, with the CEO functioning under their supervision. This makes the appointment of a competent successor critical for ensuring the smooth operation of the board.
Potential Candidates
Several names have emerged as potential contenders for the role:
- Anil Patel, a seasoned administrator from Gujarat.
- Devjit Saikia, the current BCCI Joint Secretary, who could serve as an interim replacement.
- Rohan Jaitley, the president of the Delhi & District Cricket Association (DDCA), though this remains speculative.
Transition Timeline
According to BCCI’s constitution, the board has up to 45 days from Shah’s resignation to organize a Special General Meeting (SGM) and elect his successor. With Shah’s ICC tenure beginning on December 1, the board has until mid-January 2025 to finalize the appointment. Additionally, an electoral officer must be appointed at least four weeks prior to the election.
Concerns Over Delayed Transition
Some officials within the BCCI and state units have raised concerns over the delay in addressing this critical vacancy.
“Transition should have been complete by now. The secretary has to sign the majority of documents. This matter should have been addressed at the AGM in September,” a senior state unit official remarked.
Another official noted,
“There is a power vacuum right now at the BCCI, the most powerful cricketing body in the world.”
Responsibilities of the Incoming Secretary
The incoming secretary will serve until September 2025, when the current three-year term of office-bearers concludes. With pressing administrative and cricketing matters on the table, including preparations for major ICC events, the next secretary will play a pivotal role in maintaining the board’s operational efficiency.
Representation at ICC
The BCCI must also nominate a new representative to the ICC board, a position previously held by Shah. Current BCCI President Roger Binny and IPL Chairman Arun Dhumal are among the names being considered, with Dhumal already representing India in the ICC’s Chief Executives’ Committee.
